Decision support system for the investment in railway architecture

Résumé

Reseau Ferré de France (RFF) is the infrastructure manager for the French railway network. Its mission includes maintenance and development of this network, as well as path allocation. Paths are allocated upon demand from regional organising authority, based on actual passenger and freight transport needs. In order to maintain the performance of the existing network and to answer increasing demand, investments and developments are made on the infrastructure, to enable capacity increase, to ensure improved robustness, speed increase, and more efficient route design. For each developing project, the decision making in investment is the result of several studies during a process including several steps. The project usually begins by a diagnostic. It concerns the capacity of infrastructure to receive a new service. From this diagnostic, an insufficient infrastructure could appear. The extent of this insufficiency will orient the type of solutions to provide. If the lack is few important, the search for organizational or timetable structuring solutions will be preferred. For a lack of capacity more important, a investment solution, which will answer strict need, will be adopted. Although each action, or investment, is individually assessed, technically, socio-economically, and costs and benefits are highlighted, investment priorities remain hard to define. Hence, the idea of designing a Decision Support System (DSS) for the investment in railway infrastructure tool rose. This system, based on business components, is described in Section 1. Section 2 introduces the business components defined by the RFF experts' knowledge. In Section 3, the tools accessible by DSS, to elaborate arguments necessary for decision-making, will be analysed. Then, in Section 4, these tools will be linked for comparison and evaluation of solutions and so, to lead to decision. The article will finish with conclusion and future works.
