Optimization techniques for last mile delivery in smart cities using the C – ITS

In past decade delivering parcels to final destination (customer) was one of the biggest challenges in e-commerce industry. All current pressing issues such as: traffic congestion, failed deliveries to the customers, increased air pollution etc. significantly increased costs. Optimizing route in the last mile delivery with the use of electric vehicle and parcel lockers, with indispensable help of C-ITS, may significantly help in solving this growing problem.
The problem can be stated as follows:
Single electric vehicle is leaving central depot (fully charged) and delivers parcels to customers, directly to their address, or parcels should be left at the parcel locker for later pick-up. While performing the route, if necessary, the electric vehicle can be charged at the multiple charging stations. In the studied problem, it is assumed without loss of generality, that each parcel locker may serve as a charging station at the same time. The goal is to reduce total delivery time which includes the time to perform a tour and charging time at charging stations.
